Electrical & Instrument Estimator / estimation Engineer - Saudi Arabia - (Saudi Experience a must)

Bachelor’s Degree in Instrumentation & Electrical

1. 5 years’ experience in a similar estimation field in Oil and gas / petrochemical plant.

Electrical Control and instrumentation engineers research, design, develop and install the devices and systems used in manufacturing facilities and plants.

1. Duties and Responsibilities:

1. Familiar with QMS structure & aware of the Quality Policy of the organization
2. Leverage deep knowledge from prior Saudi Aramco projects to ensure accuracy in project estimations and anticipate potential challenges.
3. Preparing detailed and accurate cost estimates for materials, equipment, labor, and subcontractors
4. Familiar with large-scale electrical and instrumentation maintenance and construction works in oil & gas installation projects
5. Familiar with all the approved local/international vendors and identify the correct vendors as per tender requirements. Shall be experienced in sending enquiries, checking vendors' offers, making price comparisons and techno-commercial negotiation
6. Review of received RFQ including specifications, drawings and other information either from client or BD / Marketing Engineer to fully understand the customer’s requirements.
7. Coordination with BD / Marketing Engineer for making strategy of submission of proposals and resolving pre-bid issues.
8. Capable of estimating duration of work, indirect cost, plant, and equipment based on scope of work requirement.
9. Having good knowledge of required scope (Switchgear, Transformers, Control and Protection, SAS, Telecomm. And HV/MV/LV & Instrument Cable laying works, Analyzers, Transmitter, Temperature Switch, Pneumatic DB, DCS Cabinet, SS/Pneumatic Tubing and loop check / loop testing etc.)
10. Co-ordination with BD Engineer regarding drawing clarifications from clients.
11. Communication with other departments like procurement, production, quality, erection / commissioning & finance for required inputs for proposal submission.
12. Techno commercial vetting of quotations from Vendors.
13. Estimation of cost for bid including review of BOQs.
14. Keep an eye on the authenticity and updating of all costing data/factors provided by various other departments.
15. Ensure that all proposals are cost effective, technically viable and in accordance with the customer specific requirements.
16. Coordination with Marketing Engineer for preparation of technical & commercial proposal.
17. Assisting BD / Marketing Engineer in finalization of contracts.
18. Preparation of final Bill of Materials (BOM).
19. Cost Estimation.
